INFORMATIC AND COMMUNICATION TECHNOLOGY

ICT resources of local government in the area of ​​the City of Zadar observed in general (local and regional administration, utilities and institutions) represent a complex system composed of a large number of individual ICT systems that are largely non-coordinated and non systematically developed. As a result, there are partially developed systems for the needs of individual users which are most often not interconnected in part due to incompatible and obsolete technologies, and partly because of the inertia of the resisting system. The development of new technologies, cloud services, IoT, smart phones and various applications, all integrated through the "mother" of all networks, the Internet accelerates and permanently changes the lifestyle of every inhabitant of the planet, especially the inhabitants of cities. City dwellers are increasingly demanding regarding the quality of life and what the environment in which they live can provide, and at the same time they are all less tolerant of ineffective public administration and utilities.

Taking into account the above mentioned, local authorities in cities around the world are facing a new challenge. One way to respond to these challenges is certainly the use of modern ICT technologies in various segments of urban living and the provision of utility services.

Realizing the importance of this problem, the city administration has made a significant effort to create the prerequisites for systematically addressing these challenges in the future. Thus, a number of applicable and hardware solutions have been introduced over the past few years, with the ICT city administration system being substantially prepared for the next step in developing e-Services for its users. Some of these solutions are already available and have their public component meaning they are intended directly for citizens. On the other hand, services like WiFi network for free internet access for all citizens and city visitors http://www.grad-zadar.hr/wifi--bezicna-mreza-grada-zadra-503/  provide additional quality of life and stay in our city by enabling the availability of wireless broadband Internet to over 150,000 m2 of the most attractive and most visited city locations.

Although these services are a solid step forward in developing a "smart city", this is actually just the first step. In an effort to make an extra step in this area, the city administration headed by the current Mayor has decided to adopt the new concept of the development of Innovative Zadar (ex. Entrepreneurial incubator) and transform it into a society that, besides providing support to entrepreneurs, is among the first in the country Provider of ICT service development for the needs of some local government and affiliated companies and institutions.

 

MAIN OBJECTIVES

 

Development of virtual local government

 

Through virtual local government, users will streamline most of their local-level requirements through a unified e-Service system in an efficient, easy and transparent way. Along with quality connections with state-level e-government systems, users from the Zadar area would have a fully digitized public service.

Become a leading provider of ICT services to local government

 

The Company becomes the main provider of integrated ICT services to city administration and affiliated companies and institutions (local government system), which will enable a rational, coordinated, focused and efficient development of these services. Once the systems are connected, a solid foundation for a simpler implementation of new services and services is created.

Become a Project Manager and Solutions Concerning the Development of the Concept of "Smart City"

 

Projects such as intelligent public lighting, traffic, parking, city card, billing system in public transport are some of the projects that require on the one hand knowledge of the ways of functioning local government system, and on the other hand trends and current solutions for their realization with the help of IT and communication technologies and can be realized only with the quality cooperation of all stakeholders.

REALIZATION OF OBJECTIVES

 

In order to achieve these goals in a quality and sustainable way it is necessary to create a whole set of preconditions that will enable the linking of the system and the unification of data and services, which will require an active involvement of all local government stakeholders involved in providing public services (City Administration, Utilities And institutions).

The above mentioned prerequisites are to be achieved by the Company through the following steps:

1. Development of IT infrastructure

  • city optical infrastructure (fiber optic network for connecting wireless access points (WiFi), panoramic and surveillance cameras, semaphore signaling, city facilities and TD)

  • networking Local Administration (LAN Connections, Network Optimization ...)

  • optimization and network server development

  • city network access points for free internet access (Hot Spot)

  • development of systems and services (VoIP, DMS, ERP, GIS ...)

  • connecting the system to the Internet network at high speeds of access.

2. Unifying databases and local government services

  • cataloging local government services

  • database linking ("data warehouse")

3. Developing a Single Platform for Providing e-Services (eZadranin.hr)
